I hadn't noticed that this road was in particularly poor condition, nor is it a particularly busy street, so as a mere on-looker, I wonder why it is that this street has been singled out for all this time-consuming, extensive and (presumably) expensive work.

Roadworks
Contractors are hard at work in the street around the corner from us. They started with the footpaths, kerbs and drains, but now they're re-building the road itself. Normally, when the pavement is showing signs of age, they just replace the top layer, which only takes a day or so. However, this time, the workmen have dug up and removed even the underlying layers, apparently with the intention of totally re-building the roadway.
I hadn't noticed that this road was in particularly poor condition, nor is it a particularly busy street, so as a mere on-looker, I wonder why it is that this street has been singled out for all this time-consuming, extensive and (presumably) expensive work.
